Overview
Tender and Contract Management System
A Tender and Contract Management System brings structure to how an organisation buys works, goods and services and then manages the contracts it signs. Extrion Tech can design and develop it in-house for developers, contractors, institutions and project implementation units that issue or respond to tenders regularly.
On the tendering side, the system records each procurement requirement, prepares tender documents from templates, publishes notices and manages bidder registration and clarifications. Bids are received with a time stamp and kept sealed until the opening date, then evaluated by a committee using preliminary, technical and financial criteria with individual scores and a recorded recommendation. The process, thresholds and approval levels are configured with the client; where public procurement rules apply in Zanzibar or mainland Tanzania, the specific requirements are established with the client and reflected in the workflow.
Once a contract is awarded, it moves into the contract register with its value, duration, milestones, performance and advance-payment securities, insurance and key obligations. The system reminds users before guarantees expire, tracks milestone completion and payments, records variations and extensions, and keeps every amendment in one place. Contractors bidding for work can use the same platform to track their own tender pipeline, submissions and win rates.
Business problems it addresses
- Tender documents, clarifications and bids are handled by email with no single record.
- Evaluation scores are kept in personal spreadsheets and are difficult to audit.
- Performance securities and insurance expire without anyone noticing.
- Contract milestones, variations and extensions are tracked inconsistently.
- Management cannot see the value and status of all contracts in one place.

Security & data integrity
Protecting your data and its accuracy
Bid documents remain inaccessible until the opening time, evaluators see only the tenders assigned to them, and retention of procurement records follows requirements agreed with the client for the relevant jurisdiction.
Standard protections
-
Role-based access control
Each user sees only what their role allows.
-
Authentication and authorisation
Every request is checked for a signed-in, permitted user.
-
Fine-grained permissions
Permissions per module and action, such as view, edit or approve.
-
Secure password storage
Passwords are stored using strong one-way hashing, never in plain text.
-
Encryption in transit
HTTPS/TLS protects data between users and the server.
-
Encryption at rest
Sensitive data encrypted on disk where the infrastructure supports and is configured for it.
-
Server-side input validation
All input is validated on the server before it is saved.
-
Protection against common web vulnerabilities
Defences against injection, cross-site scripting and request forgery.
-
Database constraints and transactions
Constraints and transactions keep related records consistent.
-
Audit logs
Important actions are recorded with who, what and when.
-
User activity history
A history of each user’s activity for supervisors and administrators.
-
Backup and restoration
Scheduled backups with tested restoration procedures.
-
Session management
Session time-outs and the ability to sign out other devices.
-
Data retention and deletion policies
Retention periods and deletion rules agreed with you.
Optional advanced protections
- Multi-factor authentication A second sign-in step for selected or all users.
- Single sign-on Sign in with your organisation’s identity provider where supported.
- Disaster recovery planning A documented plan to restore service after a major failure.
- Monitoring and error logging Errors and unusual activity are logged and monitored.
Data integrity
Bid submissions are time-stamped by the server and late bids are rejected automatically, while evaluation scores are locked once the committee signs off. Contract values, variations and payments are kept as linked records so the revised contract sum always equals the original value plus approved changes.
Security controls are configured for each project. We do not claim certification, compliance or immunity from attack unless independently verified for your deployment.
