Overview
Contractor and Site Operations Management System
Where project management software looks at contracts and money, a Contractor and Site Operations Management System focuses on what happens on site each day. It records who turned up, which plant worked and for how long, what materials were requested and used, and whether safety checks were done. Extrion Tech can build it around the routines your site agents and foremen already follow.
Many contractors in Tanzania rely on casual labour paid weekly, often through mobile money. The system can register workers by gang and trade, capture daily attendance by roll call or optional biometric device, apply agreed day rates and overtime, and produce a weekly muster roll ready for payment approval. Plant hours, fuel issued and breakdowns are logged against each machine, so idle time and fuel use become visible across sites in Zanzibar and elsewhere.
Safety is handled through toolbox talk records, inspection checklists, permits to work and incident reports with corrective actions. Site agents submit a daily report from a mobile phone, and head office receives a consolidated view of labour, plant and issues from all sites the same evening. Modules, checklists and payment rules are agreed with you so the system mirrors your company procedures.
Business problems it addresses
- Paper muster rolls lead to ghost workers, disputed hours and payroll leakage.
- Plant idle time and fuel consumption are not tracked per machine or per site.
- Material requests from site are informal and hard to match to deliveries.
- Safety inspections and toolbox talks are not documented consistently.
- Head office waits days for site reports and cannot compare sites.

Workflow
A working day on site
-
1
Morning roll call
Timekeeper marks attendance by gang, trade and site, or reads it from a supported device.
-
2
Toolbox talk
Supervisor records the safety briefing topic and attendees.
-
3
Task allocation
Gangs and plant are assigned to activities for the day.
-
4
Plant and fuel log
Operators’ start and stop hours and fuel issued are recorded per machine.
-
5
Material requests
Site raises requests for cement, steel or aggregates and confirms deliveries.
-
6
Daily site report
Site agent submits work done, issues, weather and photos.
-
7
Weekly muster roll
Hours and rates are totalled and sent for payroll approval.
Functions covered

Muster roll and wages
Calculates weekly wages from day rates and produces approval-ready rolls.
-
Biometric attendance link
Optional / subject to scope
Reads clock-ins from biometric devices where the device supports an API or export.
02 Plant and materials
-
Plant register and usage
Logs working, idle and breakdown hours for owned and hired plant.
-
Fuel issue control
Records fuel issued per machine and flags unusual consumption.
-
Site material requests
Raises and tracks material requests from site to store or procurement.
03 Safety and reporting
-
Inspections and checklists
Runs scaffold, excavation and equipment checklists on mobile devices.
-
Permits and incidents
Issues permits to work and records incidents with corrective actions.
-
Daily site reports

Security & data integrity
Protecting your data and its accuracy
Worker identity and payment details are visible only to authorised payroll and site staff, and retention of personal records is agreed with the client for the relevant jurisdiction.
Standard protections
-
Role-based access control
Each user sees only what their role allows.
-
Authentication and authorisation
Every request is checked for a signed-in, permitted user.
-
Fine-grained permissions
Permissions per module and action, such as view, edit or approve.
-
Secure password storage
Passwords are stored using strong one-way hashing, never in plain text.
-
Encryption in transit
HTTPS/TLS protects data between users and the server.
-
Server-side input validation
All input is validated on the server before it is saved.
-
Protection against common web vulnerabilities
Defences against injection, cross-site scripting and request forgery.
-
Database constraints and transactions
Constraints and transactions keep related records consistent.
-
Audit logs
Important actions are recorded with who, what and when.
-
Backup and restoration
Scheduled backups with tested restoration procedures.
-
Session management
Session time-outs and the ability to sign out other devices.
-
Offline mode with controlled synchronisation
Work offline and synchronise safely when the connection returns.
-
Data export controls
Exports limited to authorised roles and recorded.
Optional advanced protections
- Multi-factor authentication A second sign-in step for selected or all users.
- Encryption at rest Sensitive data encrypted on disk where the infrastructure supports and is configured for it.
- Monitoring and error logging Errors and unusual activity are logged and monitored.
Data integrity
A worker cannot be marked present on two sites on the same day, and muster rolls lock once approved so later changes require a recorded adjustment. Fuel issues are reconciled against store stock, and every edit to attendance or plant hours is kept in the activity history.
Security controls are configured for each project. We do not claim certification, compliance or immunity from attack unless independently verified for your deployment.
