Budget and Expenditure Management System
A budgeting system for preparing, approving and controlling budgets by cost centre and activity, checking every commitment against funds and reporting spending against plan.
- Web-based
Overview
Budget and Expenditure Management System
In many organisations the budget is approved as a spreadsheet and then left behind. Departments spend without knowing what remains, over-commitments surface only at year-end, and finance compiles budget-versus-actual reports by hand for management, boards or donors. A Budget and Expenditure Management System keeps the approved budget live throughout the year.
Extrion Tech builds the system around your planning structure: cost centres, programmes, activities, funding sources and account codes. Departments prepare their budgets in the system, finance consolidates and reviews them, and the approved version becomes the control baseline. Every requisition, purchase order or payment request is checked against the remaining balance before approval, so commitments are recorded at the moment money is promised, not only when it is paid.
Virements and supplementary budgets follow defined approval steps, and every revision is kept so the original and current budgets can be compared. Budget holders see their own position at any time, while management and boards receive variance reports by department, project or funding source. Public bodies, NGOs and companies in Zanzibar and the wider Tanzania can align report formats with requirements established with them, and link the system to accounting, procurement or payroll according to project scope.
Business problems it addresses
- Budget holders do not know how much of their budget remains.
- Spending is committed beyond approved limits and discovered too late.
- Budget revisions and reallocations are not documented or approved consistently.
- Budget-versus-actual reports are compiled manually every month or quarter.
- Donor or programme funds are difficult to track separately.

Workflow
From budget preparation to variance review
-
1
Budget preparation
Departments enter planned activities and costs by account, period and funding source.
-
2
Review and consolidation
Finance reviews submissions, queries assumptions and consolidates the organisational budget.
-
3
Approval and baseline
The approved budget is locked as the control baseline for the financial year.
-
4
Expenditure request
Budget holders raise requisitions or payment requests against a specific budget line.
-
5
Funds availability check
The system checks the line’s balance after commitments and blocks or routes overruns.
-
6
Commitment and payment
Approved requests are committed, then converted to actual spending when paid.
-
7
Revision and virement
Reallocations between lines follow approval rules and are kept as budget versions.
-
8
Variance reporting
Budget, commitments and actuals are compared by department, activity and fund.

Security & data integrity
Protecting your data and its accuracy
Budget holders see only their own cost centres, and changes to approved budgets require recorded authorisation. Record retention and public finance reporting requirements are agreed with the client for the relevant jurisdiction.
Standard protections
-
Role-based access control
Each user sees only what their role allows.
-
Authentication and authorisation
Every request is checked for a signed-in, permitted user.
-
Fine-grained permissions
Permissions per module and action, such as view, edit or approve.
-
Secure password storage
Passwords are stored using strong one-way hashing, never in plain text.
-
Encryption in transit
HTTPS/TLS protects data between users and the server.
-
Server-side input validation
All input is validated on the server before it is saved.
-
Protection against common web vulnerabilities
Defences against injection, cross-site scripting and request forgery.
-
Database constraints and transactions
Constraints and transactions keep related records consistent.
-
Audit logs
Important actions are recorded with who, what and when.
-
User activity history
A history of each user’s activity for supervisors and administrators.
-
Backup and restoration
Scheduled backups with tested restoration procedures.
-
Session management
Session time-outs and the ability to sign out other devices.
-
Data export controls
Exports limited to authorised roles and recorded.
Optional advanced protections
- Multi-factor authentication A second sign-in step for selected or all users.
- Single sign-on Sign in with your organisation’s identity provider where supported.
- Encryption at rest Sensitive data encrypted on disk where the infrastructure supports and is configured for it.
- Data retention and deletion policies Retention periods and deletion rules agreed with you.
Data integrity
Funds checks and commitments are written in the same transaction, so two simultaneous requests cannot spend the same balance. Every budget version is preserved, and commitments, payments and releases are reconciled so that budget, committed and actual figures always add up per line.
Security controls are configured for each project. We do not claim certification, compliance or immunity from attack unless independently verified for your deployment.
